Cart were sent to Sega and the winners got their prize and a normal cart back. Possibly different carts for different prizes. Licensed rereleases

EA and Accolade releases were unlicensed at first and then struck a licensing deal with Sega. Some of the games were rereleased in both variants. It should be researched which dumps are missing and need to be confirmed. See for example this list.
